Romanian film wins top prizes at the Cannes Film Festival
''Jurors crowned Cristian Mungiu's "4 Months, 3 Weeks and 2 Days" with the festival's top prize —  Palme d'Or.   And "California Dreamin'" by filmmaker Cristian Nemescu, who died in a car crash last year at age 27, won honors in a secondary competition called "Un Certain Regard."
